--tools<names>

Restricts which built-in tools exist for the session: an empty value for none, default for all, or a list of names such as Bash,Edit,Read.

What the documentation does not say

It does not touch MCP tools; dropping those as well takes a deny rule over mcp__*. A list that leaves out EndConversation does not remove it, and the empty value removes it only once no MCP tools remain.
